CHINA: Better legal aid system for Seniors: White Paper

BEIJING (THE PEOPLE'S DAILY), April 8, 2005: Chinese courts have exempted or reduced court costs for Senior Citizens without children and other poor litigants in 1.08 million lawsuits by 5.3 billion yuan (640 million US dollars) over the past five years, the Supreme People's Court announced Friday.

The Court issued a new regulation on exempting and reducing the expense of lawsuits, aiming to simplify the application procedures for poor litigants to exempt or reduce court costs.

According to the regulation, Senior Citizens without children, as also 13 other categories of poor litigants, are entitled to apply for the exemption or reduction of court fees.

China's lawyers have provided free legal services in more than 200,000 criminal and civil cases during the past decade.

China's legal aid system was further improved in 2004, while courts throughout the country provided judicial aid in 263,860 cases, an increase of 15.6 percent from the previous year.

The information was released in a white paper on China's human rights progress in 2004, issued by the Information Office of the State Council.

The white paper says the Supreme People's Court adopted the " Decision on Providing Judicial Aid to Litigants with Real Financial Difficulties" in 2004 for improving the system of judicial aid.

In 2004, the judicial aid totaled 1.09 billion yuan, 3.1 percent more than in the previous year.
